07/21 Transport & Street Report – July 2021

Finchley Cycle Lane A1000

Barnet Council will decide whether to make the cycle and bus lane scheme a permanent feature after reviewing feedback during the Experimental Traffic Order consultation period and collected monitoring data, over a period not exceeding the 18 months maximum Experimental TRO period, i.e. until March/April 2022.

Brownlow Road Closure Proposal

This is another traffic management scheme that will seriously impact our Members, even though it is managed by Enfield Council. Funding has been received from TfL. This will involve the closure, except for emergency vehicles, buses, cycles and pedestrians, of Brownlow Rd which is a major link between Muswell Hill, and especially Alexandra Ward, to the North Circular Rd (A406).

To prevent problems for other local roads, design and consultation will need to be closely coordinated with Haringey Council, which has also received funding for LTNs in the Bounds Green area, and with Transport for London.

ULEZ

The ultra-low emission zone is due to expand from central London to the boundaries of the North and South Circular roadson October 25. Vehicles that fails to meet Transport for London’s exhaust emissions standards will become subject to the ULEZ charge. Petrol vehicles require a Euro 4 engine to comply, and diesel vehicles a Euro 6 engine. Roughly speaking this means that petrol vehicles first registered before 2005, and diesel vehicles registered before 2015 will have to pay the full daily charge.

Unlike the Congestion charge, the ULEZ charge applies 24 hours a day, seven days a week, except for Christmas day. The daily charge is £12.50 for cars, vans and motorbikes and £100 for lorries and coaches. The penalty for failing to pay is £160 for cars, vans and motorbikes and £1,000 for lorries and coaches. There is no discount for residents who live within the zone.

Car Parking

Haringey Council have recently changed their pay to park system from Pay By Phone to RingGo for all street parking and for the council’s car parks across the borough.

Motorists need to download the RingGo App on their mobile phone and register before parking the first time, and then give the location number posted nearest the parking bay. Motorists without smartphones can still park by phone by calling 0203 046 0179.  There does not appear to be any provision to park without a phone.
